I recall that, many years ago, the municipal electric utility of Austin Texas offered a green energy program. The cost per kWh was higher than the standard rate, but those who signed up were guaranteed no rate increase for the life of the program (20 years, I think). Does anyone else remember that? I'm looking for a citable source that describes the program, but I haven't been able to find one. I think the program was described in Solar Today, but I'm not sure.

    Hi John,

Yes I remember this. I (NMSU) was doing some work at with Austin Electric >30 years ago testing their  early PV systems (Decker Lake, 3M, etc.).

Suggest you talk with John Hoffner or Leslie Libby for details. Perhaps they wrote an article for ST.

    Saludos
