    it's been almost a year and I'm paying for panels that are not connected yet.
    I keep getting the same answer that the city haven't approved for a permit. 
    I feel this was a scam.  I don't know what to do I'm still paying for a light bill of 300.00
    and the panels 168.00 a month.

    The loan itself should not have gone into effect until installation was completed.
    You should contact your state attorney general.
