Philip, as I understand it, the credit for reflective granular roof shingles was a 10% credit, excluding installation labor, and capped at $500. The 2022 instructions for form 5695 say it needed to be installed in 2022 and the shingles needed to be energy star certified to qualify.
I would call the roofing company and ask them to explain why they told you there would be a 30% tax credit in 2023. Maybe they will give you a $500 rebate for customer good will.

I inquire about when the 2023 Residential Energy Federal tax credits (found on 2023 federal income tax form 5696) were made public. If you know how I might find the publishing date, it will help immensely.
A major change from the 2022 to the 2023 Energy Efficient Home Improvement Credit is that it no longer applies to 'reflective asphalt roofing that reduces heat gain.' This refers to asphalt roof tiles that incorporate granules that reflect light back to the sky and thus reduce roof temperatures.
When I installed new asphalt tiles om my home's roof in summer 2023, I was told by the roofing company that I would get a 30% tax credit on these tiles. Tiles that reflect 29% of the light were installed. They work beautifully, but I no longer qualify for the tax credit! Knowing the date when the 2023 rules were made public would be helpful!
