    Finally: Sole Source Federal Contracts for Certified SBA Approved WOSB's (Women Owned Small Businesses Starting 10/14/2015


    If you're a SBA Approved MBE, WOSB*, "Emerging 8A, or SDVOSB energy small business, minority set aside subcontractor in renewable energy new to the federal contracting arena, and attempting to enter into the federal contracting sector, many emerging firms do so without a full understanding of what initial first initial steps should be in entering into the federal industry. (*Women Owned Small Business)

    Finally: WOSB Federal Energy firms can attain Sole Source Federal Contracts after 10/14/2015: 

    As of October 14th, 2015 SBA Approved WOSB-EDWOSB will now be able to acquire Sole Source contracts to which the FAR (Federal Acquisition Regulation) authority I am sure will follow suit. WOSB's EDWOSB may be eligible up to 4 million, and 6.5 million for energy mfg. 

    Past Performance is One of the "Initial First Steps:
     

    Many firms attempt entering into the Federal arena do so with minimal or no "Federal-Military" past performance experience, no developed prime team-partnering alignments or agreements in place with large federal prime energy firms who are focusing on Renewable energy opportunities, usually target Small Business "specialty" energy firms that can provide self-performance. 

     
    Technically acceptable expertise and value engineering competencies. 

    Questions many ask on developing your Federal Footprint in Federal Contracting: 

    1. How do I attain my first contract? And how much does self-performance play into this? 

    2. How do I develop indepth strategic Team Partnering relationships with many of 
    the large Federal prime IDIQ Energy contract recipients who are already on base 
    energy contractors? 

    3. How can I develop a "Joint" Capabilities Presentation with contracting officers/primes? 

    4. In speaking with contracting officers at conferences, how do I avoid giving them 
    the "Elevator" speech and what should I say to attain a brief Capabilities Presentation? 

    5. In teaming with a large prime for upcoming IDIQ** firms as a Small 
    Business how do I negotiate a Team-Partnering of JV alignment that not only makes 
    sense both the prime and the SB subcontractor, but also to the Source Selection Committee?

    In developing your federal energy footprint your first initial step should be to perform due diligence on your potential teaming partners and ascertain and identify prime IDIQ contractors who are on each military installation you target. Self-performing your firm's core competencies and services is one of the most sought after "bullets" that will draw prime contractors in your direction. 

    Team-Partnering is one of the most important steps: 

    Teaming with the "right" primes as well as subcontractors in energy is extremely important. Your selection should include an extensive due diligence on your prime team partners experience, past performance evaluations, and regarding your chosen sub-contractors primary core competencies, "How much they can self-perform".
