    To Colorado residents: Xcel Energy is issuing an RFP to procure new and existing renewable energy in 2026. Please see a recent email from Xcel Energy below:

    Public Service Company of Colorado is providing advanced notice of the upcoming Distributed Generation Development (DDG) Request for Proposals (RFP), scheduled for release in January 2026. All bid submissions will be managed electronically through the Xcel Energy Accion Group PowerPro platform.
    About the DDG Program
    The DDG program is designed to expand distributed generation resources across our service territory, supporting Colorado's clean energy goals and compliance with Senate Bill SB 24-207. Through this RFP, we aim to procure 50 MW of front-of-the-meter co-located renewable generation and energy storage resources interconnected directly to the distribution system. 
    These projects will help address local distribution constraints by providing dispatchable capacity that can support the bulk electric system, and advance reliability and affordability for customers.

    Projects that are eligible to respond to the RFP include:  
    • New greenfield projects
    • Additions of energy storage system to existing, operating distributed generation resources
    • Modifications that would add energy storage to standalone distributed generation resources currently in the company's interconnection queue

    Action Required: Register for Accion PowerPro Access
    In order to participate in the solicitation, interested parties must register for free access to the Accion PowerPro portal, which will be used for:
    • Viewing RFP objectives, documents and geographic guidance materials, including feeder-level avoided cost comparison information, and charge and discharge schedules
    • Submitting bids and associated fees
    • Managing communications throughout the procurement process
    Instructions:
    1. Click the link above to create your account.
    2. Confirm your registration via the email confirmation you will receive.
    3. Review the RFP summary, schedule, FAQs and preliminary RFP documents.
    4. Visit the Geo Guidance page to download, sign and upload the Xcel Energy non-disclosure agreement (NDA) to be granted access to feeder level data.
    5. You will receive email confirmation of your access to confidential feeder data after Xcel Energy reviews and confirms your signed NDA. Submitted NDAs will be reviewed and approved on Monday, December 29th.
    6. Log back into PowerPro to access and view the feeder data on the RFP's Geo Guidance page.
    Tentative DDG RFP Timeline
    • RFP Issued: January 2026 (exact issue date forthcoming)
    • Bidders Conference: Thursday, January 22, 2026 (registration link forthcoming)
    • Projects Contracted: June 1, 2026 (per SB 24-207)

    Next Steps:
    A separate email with an RSVP link for the Bidder Call will be sent before year-end.

The RFP manager will not respond via email to individual questions. Instead, a list of all questions received, along with answers, will be posted on the 2026 PSCo RFP website periodically.
