  • 1.  Call Senators Now - HR1 Bill

    Posting on behalf of Scott Sklar,  ASES member, and others who have been staying on top of HR1 Bill being voted on now in the Senate. 

    "Our country and our industry require your direct participation on HR 1, commonly known as the "One Big Beautiful Bill."

    Over the weekend, two amendments were successfully introduced on the U.S. Senate floor. While the overarching bill remains highly problematic, we can impress upon our representatives that these amendments are a significant improvement that could make the provisions more workable.

    Amendment 2704, Sponsored by Sens. Ernst (R-IA), Grassley (R-IA), Murkowski (R-AK):

    · Reverts to the Senate Finance Committee language on commence construction and phase downs for solar and wind projects (i.e., for years in which construction begins: 2025, 100% of credit value is available; 2026, 60% of credit value is available; 2027, 20% of credit value is available; and 2028 and beyond, no credits are available);

    · Codifies current safe harbor rules for projects that have commenced construction;

    · Strikes the new excise tax;

    · Eliminates the integrated component restrictions on 45X;

    · Delays implementation of "foreign entity of concern" (FEOC)  material assistance until 2026. This would allow projects time to adapt. The current Senate mark required compliance for solar projects retroactive to June 17, 2025; and

    · Extends customs user fees through 2035 to fully offset any revenue impact on HR 1.

    Amendment 2719, Sponsored by Sen. Hickenlooper (D-CO):

    · Delays the phase-down of the residential solar tax credit to the end of 2026.

    Now that we have these amendments, it's time to call your senators and tell them to support these amendments. The vote-a-rama will continue into the afternoon with a final vote likely in the early evening of Tuesday, July 1.

    When you call, keep the message simple: Vote FOR Amendments 2704 and 2719.

    Not to be a wet blanket here, but the USA relating to the state of the Federal government, has way bigger problems than energy.

    I get that most people try and stay in their little "corner" for multiple business and Psychological reasons, but then there are times.....
