    Positive news. With the 30% federal solar tax credit going away, you can still see savings with the other energy improvements.  If you can reduce the home's electric load by 30%, that equates to 30% less solar panels needed so the energysavings could be the same as the tax credit.

    Such programs are good. But be careful 30% savings is not the same as 30% in production. The Fed is removing the RE incentives for direct solar purchases, and that damage is noted, along with everything else the "Do not say his name" is doing against a clean world. Where is a functioning "Elder Wand" when you need it....

    None of this solves the problems of people that don’t need or can’t take a tax deduction. Low income, disabled, retired, non-property owners, none of these programs help these individuals, many of whom need it the most.

    Yes, true. But other than living in a society where things like health care, food, housing, education, a clean world are presented by the state as a functioning base line, you can't help them. Which is why in a currency based world you have the absurdity of Billionaires and people living out of shopping carts. And, its only going to get worse till it collapses.

    If a homeowner could sell the tax credits like companies do it would go a long way to helping. Many if not most of the 30% tax credit for commercial scale installations are sold rather than used by the owner. Residential should have the same option. It would be one solution.

    I'm sorry, on your objection list you specifically included non-home owners as part of a "stranded assets" group regarding help. The Tax credits are going away so there are none to sell anyway. But when they were available, selling them would expand their utility, but no guarantee they are used for energy savings or production, if cash is the product of sale.
