Whatever you're missing is simply missing – a photo! The "Discussion of Results" and the "Conclusion" make no mention of this thing ever having been built or used. They found a photo of an empty wheelbarrow for the headline, and made a drawing that gives no clue how to assemble it.
The Abstract calls it a "
a solar-mechanical energy-generating wheelbarrow system" which seems to imply that it helps to propel the wheelbarrow, but is that's not in the plan. Fig. 4 design flowchart has little relation to this project. There is nothing original about the power system. There are lots of portable systems like this that are commercially available, neatly and safely packaged, that can be carried from place to place ... even on a wheelbarrow.
If the Renewable Energy Institute is a world authority as they claim, why do they publishing such unfinished business with no editorial judgement?
